  1.1                          A bill for an act 
  1.2             relating to commerce; regulating motor vehicle sales 
  1.3             and distribution; specifying legislative purpose and 
  1.4             intent; amending Minnesota Statutes 2000, section 
  1.5             80E.01. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 80E.01, is 
  1.8   amended to read: 
  1.9      80E.01 [LEGISLATIVE PURPOSE AND INTENT.] 
  1.10     The legislature finds and declares that the distribution 
  1.11  and sale of motor vehicles within this state vitally affects the 
  1.12  general economy of the state and the public interest and the 
  1.13  public welfare, and that in order to promote the public interest 
  1.14  and the public welfare, and considering the disparity in 
  1.15  economic power between motor vehicle manufacturers, 
  1.16  distributors, and wholesalers and motor vehicle dealers, and in 
  1.17  the exercise of its police power, it is necessary to regulate 
  1.18  and license motor vehicle manufacturers, distributors or 
  1.19  wholesalers, and factory or distributor representatives, and to 
  1.20  regulate dealers of motor vehicles doing business in this state 
  1.21  in order to prevent fraud, impositions, and other abuses upon 
  1.22  its citizens and to protect and preserve the investments and 
  1.23  properties of the citizens of this state. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     Section 1 is effective the day following final enactment.
