relating to economic development; appropriating money for repayment of certain
bond payments.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; DULUTH ENTERTAINMENT CONVENTION
CENTER UNEMPLOYMENT LIABILITY.

new text begin $700,000 in fiscal year 2021 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to the Duluth Entertainment
Convention Center Authority to be used for payment to the reimbursable account of the
Duluth Entertainment Convention Center Authority for COVID-19-related unemployment
benefits paid to employees. This appropriation is onetime and is available through June 30,
2022.

Sec. 2. new text begin AVAILABILITY OF FEDERAL FUNDS.

new text begin If the state of Minnesota receives federal funds for COVID-19 between January 1, 2021,
and June 30, 2023, for which any state general fund appropriation in this act is an eligible
expenditure, the commissioner of employment and economic development must cancel the
state general fund appropriation in this act in an amount up to, but not greater than, the
amount appropriated in this act.
