A bill for an act
relating to public safety; directing commissioner of corrections to prepare a
report to the legislature on the department's policies and practices related to
supervised release violators.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

LEGISLATURE.

new text begin By January 15, 2013, the commissioner of corrections shall submit a report to
the chairs and ranking minority members of the house of representatives and senate
committees with jurisdiction over public safety policy and finance describing the policies
and practices for revoking, housing, and rehabilitating supervised release violators. The
report must, at a minimum, address and explain the following issues with specificity,
and, where relevant, explain how the applicable policies and practices have changed
since January 1, 2011:

new text begin (1) the number of offenders who have violated supervised release in the most recent
year that complete data is available, including a geographic breakdown by county;

new text begin (2) the number of offenders who have had their supervised release restructured or
revoked in the most recent year that complete data is available, including a geographic
breakdown by county;

new text begin (3) the criteria used for restructuring or revoking supervised release;
new text end

new text begin (4) the process used to adjudicate supervised release violators;
new text end

new text begin (5) the locations and conditions where supervised release violators are housed;
new text end

new text begin (6) the programming provided to offenders who have their supervised release
revoked;

new text begin (7) the amount of money spent on the housing, care, and programming provided to
supervised released violators; and
new text end

new text begin (8) the criminal recidivism rate for supervised releasees who have their release
revoked.
