A bill for an act
relating to capital improvements; appropriating money for predesign of a
multicounty regional chemical dependency treatment facility and correctional
center in west central Minnesota; authorizing the issuance and sale of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

CENTRAL MINNESOTA.

new text begin $....... is appropriated from the bond proceeds fund
to the commissioner of human services for predesign of a multicounty regional chemical
dependency treatment facility and correctional center in west central Minnesota. The
commissioner shall consult with the commissioner of corrections on the predesign of the
facility and prepare a report to the legislature assessing the need for and the viability of
the facility, and the benefits derived from a coordinated multicounty, regional approach
to local chemical dependency needs in west central Minnesota. The report is due to the
legislature on or before February 1, 2008.

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue bonds of the state in an
amount up to $....... in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
