A bill for an act
relating to transportation; authorizing individuals operating motor vehicles bearing
veteran special license plates to use priced, high-occupancy, and dynamic shoulder
lanes; amending Minnesota Statutes 2016, section 160.93, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section. 1.

Minnesota Statutes 2016, section 160.93, is amended by adding a subdivision
to read:

new text begin (a) A person may operate a single-occupant vehicle in a priced lane,
designated high-occupancy vehicle lane, or dynamic shoulder lane if the person is operating
a motor vehicle bearing a special plate issued under section 168.123, 168.1235, 168.124,
168.125, or 168.1255.

new text begin (b) The commissioner must not impose a monthly service or subscription fee, a per-trip
charge, or other use fee to operate a motor vehicle as provided under this subdivision. The
commissioner may require use of a toll-collection device for vehicles operated under this
subdivision. If the commissioner requires a toll-collection device to use a priced lane,
designated high-occupancy vehicle lane, or dynamic shoulder lane under this subdivision,
the registered owner of the vehicle bearing a special plate listed under paragraph (a) must
pay the cost to obtain the toll-collection device.
