  1.1                          A bill for an act 
  1.2             relating to economic development; providing a 
  1.3             self-sufficiency definition; proposing coding for new 
  1.4             law in Minnesota Statutes, chapter 4A. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [4A.11] [SELF-SUFFICIENCY STANDARD.] 
  1.7      By January 1, 2002, and every two years thereafter, the 
  1.8   office shall calculate a dollar amount for self-sufficiency in 
  1.9   Minnesota.  A self-sufficiency standard measures how much income 
  1.10  is needed for a family to meet its basic needs.  A family's 
  1.11  basic needs include, but are not limited to, housing, food, 
  1.12  child care, transportation, health care, taxes, and clothing.  
  1.13  Expenses such as education or job training, debt repayment, 
  1.14  savings, vacation, entertainment, restaurant meals, or holiday 
  1.15  expenses are not included in the standard. 
  1.16     The self-sufficiency standard must be calculated for 
  1.17  multiple family sizes and the costs used for the calculation 
  1.18  must take into account geographical variation and the age and 
  1.19  number of children in the family. 
  1.20     The calculations, methodology used, and sources of costs 
  1.21  used and the standards must be published in a self-sufficiency 
  1.22  report for public use.  By October 1, 2002, the office must make 
  1.23  the self-sufficiency report available to the legislature, the 
  1.24  governor's workforce development council, state agencies, and 
  1.25  secondary and post-secondary educational institutions, and 
  2.1   otherwise make the report generally available to the public.  
  2.2   The report must be posted on each of the above mentioned 
  2.3   entities' Web sites, or linked to the report by the Internet.
