A bill for an act
proposing an amendment to the Minnesota Constitution, article XIII, section 13;
prohibiting the use of state funds for abortion.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, a section shall be added to article XIII, to read:

State funds shall not be used to fund abortions, except to the extent necessary
for continued participation in a federal program. For purposes of this section, "abortion"
means the use of any means to terminate the pregnancy of a woman known to be
pregnant with knowledge that the termination with those means will, with reasonable
likelihood, cause the death of the fetus. "Fetus" means any individual human organism
from fertilization until birth.

The proposed amendment must be submitted to the people at the 2012 general
election. The question submitted must be:
