1.1 A bill for an act 1.2 relating to the city of St. Paul; changing the 1.3 membership and appointment process of the citizen 1.4 review panel for neighborhood investments from the 1.5 city's part of the sales tax; amending Laws 1998, 1.6 chapter 389, article 8, section 37, subdivision 2. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. Laws 1998, chapter 389, article 8, section 37, 1.9 subdivision 2, is amended to read: 1.10 Subd. 2. [APPOINTMENT OF MEMBERS.] The citizen review 1.11 panelmust consist of 17 members, each of whom represents one of1.12the district councilsconsists of three residents from each of 1.13 the seven city council wards, for a total of 21 members. The 1.14 mayor must appoint the members, and the appointments are subject 1.15 to confirmation by a majority vote of the city council. Before 1.16 making the appointments the mayor must seek the advice on each 1.17 appointment from a ward from each state legislator from a 1.18 legislative district that has at least one precinct in the 1.19 ward. Members serve for a term of four years. Elected 1.20 officials and employees of the city are ineligible to serve as 1.21 members of the panel.
