  1.1                          A bill for an act
  1.2             relating to metropolitan government; requiring the 
  1.3             metropolitan council to report on contracts for 
  1.4             professional services; amending Minnesota Statutes 
  1.5             2000, section 473.13, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 473.13, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 1b.  [REPORT ON CONSULTANTS.] The annual budget must 
  1.10  list by contract or project, expenditures for consultants and 
  1.11  professional, technical, and other similar services for the 
  1.12  preceding fiscal year and those proposed or anticipated in the 
  1.13  next year.  The council shall consult with the state auditor and 
  1.14  the legislative auditor on how to coherently and effectively 
  1.15  communicate in the budget, information on professional services 
  1.16  contracts, including a detailed description of the (1) methods 
  1.17  the council used to obtain consultant services, (2) criteria 
  1.18  used by the council to award the contract, (3) number of 
  1.19  consultants who sought the contract, (4) total cost of the 
  1.20  contract, (5) duration of the contract, (6) source of the funds 
  1.21  used to pay for the contract. 
  1.22     Sec. 2.  [APPLICATION.] 
  1.23     Section 1 applies in the counties of Anoka, Carver, Dakota, 
  1.24  Hennepin, Ramsey, Scott, and Washington.
