A bill for an act
relating to education; directing the Professional Educators Licensing and Standards
Board to adopt standards for an endorsement enabling licensed high school teachers
to provide dual enrollment instruction at a high school; amending Minnesota
Statutes 2018, section 122A.09, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 122A.09, is amended by adding a subdivision
to read:

new text begin Endorsement; dual enrollment instruction. new text end

new text begin The Professional Educators
Licensing and Standards Board must issue an endorsement for dual enrollment instruction
to a high school teacher licensed in a content-specific field who successfully completes a
one-year district preparation program in providing dual enrollment instruction in the teacher's
licensure field, consistent with board-adopted standards. The board must adopt standards
for this endorsement in consultation with eligible public postsecondary institutions
participating in course agreements under section 124D.09, subdivision 10. The endorsement
means a change in the teacher's license that allows the teacher to teach postsecondary college
in the schools dual credit courses under section 124D.09, subdivision 10, at a high school
without need for additional preparation or supervision.
