  1.1                          A bill for an act 
  1.2             relating to appropriations; appropriating money to 
  1.3             improve passenger and driver safety on MCTO buses. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      (a) $....... is appropriated from the general fund for the 
  1.7   biennium ending June 30, 2003, to the metropolitan council to 
  1.8   improve the safety of drivers and passengers on metropolitan 
  1.9   council transit operations (MCTO) buses. 
  1.10     (b) Of the amount in paragraph (a): 
  1.11     (1) $....... is to hire more undercover police ride-alongs; 
  1.12     (2) $....... is for a pilot project to hire undercover 
  1.13  police for saturation of certain high-crime routes; and 
  1.14     (3) $....... is for rewards to private individuals who 
  1.15  provide the information necessary for the arrest and conviction 
  1.16  of assailants on buses. 
  1.17     (c) Each route specified for saturation under paragraph 
  1.18  (b), clause (2), must be saturated for a certain number of days. 
  1.19     (d) The metropolitan council must: 
  1.20     (1) analyze the effectiveness of the saturation; and 
  1.21     (2) study the effectiveness of part-time transit police 
  1.22  compared to full-time transit police from a survey of other 
  1.23  cities.
