  1.1                          A bill for an act 
  1.2             relating to public safety; appropriating money for 
  1.3             automatic external defibrillators and a study of the 
  1.4             need for these defibrillators. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [AUTOMATIC EXTERNAL DEFIBRILLATORS; STUDY; 
  1.7   APPROPRIATIONS.] 
  1.8      (a) $....... is appropriated to the commissioner of public 
  1.9   safety from the general fund to assist volunteer ambulance 
  1.10  services, licensed under Minnesota Statutes, chapter 144E, in 
  1.11  purchasing automatic external defibrillators (AEDs).  This 
  1.12  appropriation may be spent to assist those volunteer ambulance 
  1.13  services that do not possess AEDs and is available for the 
  1.14  fiscal year ending June 30, 2000. 
  1.15     (b) $....... is appropriated to the commissioner of public 
  1.16  safety from the general fund to conduct a study of the needs of 
  1.17  public safety providers regarding AEDs.  This appropriation is 
  1.18  available through January 1, 2000.  Public safety providers 
  1.19  include first responders, law enforcement agencies, volunteer 
  1.20  ambulance services, and volunteer fire departments, who act as 
  1.21  medical first responders.  The commissioner of public safety and 
  1.22  the emergency medical services regulatory board may contract for 
  1.23  this study.  The study must include, but is not limited to: 
  1.24     (1) identifying organizations who serve as medical first 
  1.25  responders, but do not currently possess at least one AED; 
  2.1      (2) determining the most effective manner of funding the 
  2.2   purchase of AEDs for eligible providers; and 
  2.3      (3) establishing the most effective method of distributing 
  2.4   AEDs by determining a prioritization system for eligible 
  2.5   services. 
  2.6      (c) The commissioner of public safety and the emergency 
  2.7   medical services regulatory board shall make findings and 
  2.8   recommendations and submit a report to the legislature no later 
  2.9   than January 2, 2000. 
  2.10     Sec. 2.  [EFFECTIVE DATE.] 
  2.11     Section 1 is effective the day following final enactment.
