A bill for an act
relating to legacy funding; requiring a disparities impact report for new and existing
programs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DISPARITY IMPACT REPORT; NEW AND EXISTING LEGACY
PROJECTS.

new text begin (a) Each recipient of funds from the outdoor heritage fund, clean water fund, parks and
trails fund, or arts and cultural heritage fund in fiscal year 2018 or 2019 must prepare a
report on the actions and evidence of the results of those actions that the recipient of funds
has taken to ensure, to the extent practicable, that the new or existing programs funded by
a legacy fund will decrease or, at a minimum, not increase relevant disparities. For purposes
of this section, "disparities" means differences in economic, employment, health, education,
or public safety outcomes between the state population as a whole and subgroups of the
population defined by race, gender, and geography to the extent data is available. No later
than January 15 in each fiscal year the recipient receives funding, each recipient of legacy
funds must report to the legislative committees with jurisdiction over the legacy funds:

new text begin (1) actions the recipient has taken to ensure, to the extent practicable, that the
administration of legacy funded programs will decrease or, at a minimum, not increase
existing disparities; and

new text begin (2) program goals and outcomes related to decreasing disparities.

new text begin (b) Each recipient must include recommendations for additional actions that can be taken
to address or decrease disparities in future programming that uses legacy funds. This section
applies to legacy fund recipients receiving $25,000 or more in funding from the outdoor
heritage fund, clean water fund, parks and trails fund, or arts and cultural heritage fund in
the 2018-2019 biennium.
