  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for 
  1.4             infrastructure repair to the city of Roseau and 
  1.5             municipal complex relocation due to flood damage. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATIONS.] 
  1.8      $13,160,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of employment and economic development.  Of 
  1.10  this amount: 
  1.11     (1) $5,260,000 is to the public facilities authority for a 
  1.12  grant to the city of Roseau to assist with the cost of 
  1.13  rehabilitation and replacement of publicly owned infrastructure, 
  1.14  including storm sewers, wastewater and municipal utility 
  1.15  service, drinking water systems, and other infrastructure 
  1.16  damaged by flooding in the area included in DR-1419.  For the 
  1.17  purposes of this appropriation, criteria, limitations, and 
  1.18  repayment requirements in Minnesota Statutes, sections 446A.07, 
  1.19  446A.072, and 446A.081, are waived; and 
  1.20     (2) $7,900,000 is for a grant to the city of Roseau to 
  1.21  relocate the flood damaged city hall, auditorium, library, 
  1.22  museum, and police department out of the Roseau River floodway 
  1.23  as a result of flooding as declared in DR-1419, and in 
  1.24  accordance with Minnesota Statutes, section 16A.86. 
  1.25     Sec. 2.  [BOND SALE.] 
  2.1      To provide the money appropriated in this act from the bond 
  2.2   proceeds fund, the commissioner of finance shall sell and issue 
  2.3   bonds of the state in an amount up to $13,160,000 in the manner, 
  2.4   upon the terms, and with the effect prescribed by Minnesota 
  2.5   Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.6   Constitution, article XI, sections 4 to 7. 
  2.7      Sec. 3.  [EFFECTIVE DATE.] 
  2.8      Sections 1 and 2 are effective the day following final 
  2.9   enactment.
