  1.1                          A bill for an act 
  1.2             relating to agriculture; requiring rules to be adopted 
  1.3             on the amount of land applied phosphorus generated by 
  1.4             feedlots; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 116. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [116.0714] [PHOSPHORUS LIMITS.] 
  1.8      (a) The Minnesota pollution control agency shall finally 
  1.9   adopt rules by June 30, 2000, requiring that land application of 
  1.10  animal manure be limited to nitrogen and phosphorus based land 
  1.11  application rates described in paragraph (b) when soil testing 
  1.12  indicates that phosphorus may become an environmental risk. 
  1.13     (b) The agency, in consultation with the University of 
  1.14  Minnesota, shall determine soil specific phosphorus threshold 
  1.15  levels at which phosphorus based land application is required.  
  1.16  The phosphorus threshold levels shall be based upon numeric 
  1.17  values determined by the Bray or Olsen soil test method.  
  1.18  Nitrogen and phosphorus based land application rates shall be 
  1.19  developed using University of Minnesota guidelines in accordance 
  1.20  with the determined phosphorus threshold levels. 
  1.21     (c) The rules adopted pursuant to this section shall 
  1.22  require owners of animal feedlots to keep records of manure 
  1.23  application which, at a minimum, include soil and annual manure 
  1.24  test results, phosphorus application rates used during disposal 
  1.25  of manure, fields where manure was applied, and the dates and 
  2.1   methods of application.
