A bill for an act
relating to transportation; establishing a county state-aid highways grant program
for metropolitan cities; amending Minnesota Statutes 2006, section 162.08, by
adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 162.08, is amended by adding a
subdivision to read:

Each metropolitan county, as defined under section 473.121, subdivision 4, shall establish
a county state-aid highway grant program. The grant program must consist of grants to
statutory and home rule charter cities having a population under 3,000 that are eligible
for funds under this section. Grants must be used for maintenance, construction, or
reconstruction of county state-aid highways located within the statutory and home rule
charter cities. Each county shall establish procedures for application for grant funds,
conditions for their administration, and criteria for priority of applications.

new text begin (b) The grants awarded must total, for each fiscal year, at least five percent of the
apportionment sum allocated to the county under section 162.07, after deducting the
money apportioned under subdivision 1 to statutory and home rule charter cities having
a population of less than 5,000.
