  1.1                          A bill for an act 
  1.2             relating to appropriations; authorizing grants to find 
  1.3             a replacement for lead fishing sinkers and lead jigs; 
  1.4             requiring consultation with the department of natural 
  1.5             resources; requiring reporting on grants awarded; 
  1.6             appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [GRANTS.] 
  1.9      Subject to appropriation, the commissioner of the pollution 
  1.10  control agency is authorized to make grants for research and 
  1.11  development of replacements for lead sinkers and lead jigs for 
  1.12  the taking of fish.  No grant may exceed $....... per year.  For 
  1.13  purposes of this section and section 4, "lead sinker" means any 
  1.14  sinker made from lead, the lead portion of which has a mass of 
  1.15  one ounce or less, and "lead jig" means a lead weighted hook 
  1.16  that measures less than one inch along its axis. 
  1.17     Sec. 2.  [CONSULTATION.] 
  1.18     The commissioner of the pollution control agency shall 
  1.19  consult with the commissioner of the department of natural 
  1.20  resources regarding the criteria for and awarding of grants 
  1.21  under section 1. 
  1.22     Sec. 3.  [REPORT.] 
  1.23     The commissioner of the pollution control agency shall 
  1.24  report to the chairs of the house and senate finance committees 
  1.25  with jurisdiction over the pollution control agency by January 
  1.26  15, 2000, on grants made under section 1, and by January 15, 
  2.1   2001, on the results of work funded by those grants. 
  2.2      Sec. 4.  [APPROPRIATION.] 
  2.3      $....... is appropriated in fiscal year 2000 to the 
  2.4   pollution control agency for the purpose of making grants for 
  2.5   research and development of replacements for lead sinkers and 
  2.6   lead jigs used for the taking of fish.
