  1.1                          A bill for an act 
  1.2             relating to human services; directing the commissioner 
  1.3             of human services to provide start-up grants for 
  1.4             community dental clinics; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; COMMUNITY DENTAL CLINICS.] 
  1.7      $600,000 in fiscal year 2000 and $600,000 in fiscal year 
  1.8   2001 is appropriated from the general fund to the commissioner 
  1.9   of human services to provide start-up grants to establish 
  1.10  community dental clinics to provide services to state health 
  1.11  care program enrollees and uninsured persons in underserved 
  1.12  areas of the state.  The commissioner shall award the grants on 
  1.13  a competitive basis to organizations that demonstrate the 
  1.14  ability to provide dental services effectively to a low-income 
  1.15  population.  In awarding grants, the commissioner shall give 
  1.16  priority to applicants that plan to serve areas of the state in 
  1.17  which the number of dental providers is not sufficient to meet 
  1.18  the needs of MinnesotaCare, medical assistance, and general 
  1.19  assistance medical care enrollees or uninsured persons.  The 
  1.20  commissioner shall award four $150,000 grants each year of the 
  1.21  biennium.  The commissioner shall require grant recipients to 
  1.22  match state funding with private sector funding on a one-to-one 
  1.23  basis.
