relating to education; appropriating money for the Boys and Girls Clubs literacy
program; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

appropriated from the general fund to the Department of Education for the fiscal years
designated.

new text begin (a) For a grant to the Minnesota
Alliance of Boys and Girls Clubs:

new text begin (b) The funds must be used for statewide expansion of a kindergarten through grade 3
literacy program that uses an innovative and comprehensive approach embedding positive
youth development and social and emotional learning methods with literacy instruction.
Program components include evidenced-based literacy strategies that align with the academic
standards, Orton Gillingham Sonday System reading interventions, parent engagement
opportunities, regular assessments using the FastBridge Learning FAST (Formative
Assessment System for Teachers) assessment tool, and positive behavior intervention
strategies.

new text begin (c) By February 15, 2021, and February 15, 2022, the grantee must submit a report
detailing expenditures and outcomes of the grant-supported programs to the commissioner
of education and the chairs and ranking minority members of the legislative committees
with primary jurisdiction over kindergarten through grade 12 education policy and finance.
The report must include, at a minimum:

new text begin (1) self-reported free and reduced-price lunch status and self-reported demographic
information for youth participating in literacy programs funded by this grant;

new text begin (2) total annual participants in the literacy program;
new text end

new text begin (3) preprogram percentage of participants that rank high risk, some risk, low risk, or
college pathway based on FastBridge Learning FAST reading assessment scores as compared
to national benchmark scores for grade level; and

new text begin (4) postprogram percentage of participants that rank high risk, some risk, low risk, or
college pathway based on FastBridge Learning FAST reading assessment scores as compared
to national benchmark scores for grade level.
