  1.1                          A bill for an act 
  1.2             relating to education funding; making permanent the 
  1.3             telecommunications access grant program; providing 
  1.4             funding for additional telecommunications access 
  1.5             grants; appropriating money; amending Laws 1997, First 
  1.6             Special Session chapter 4, article 9, section 13. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Laws 1997, First Special Session chapter 4, 
  1.9   article 9, section 13, is amended to read: 
  1.10     Sec. 13.  [REPEALER.] 
  1.11     (a) Minnesota Statutes 1996, section 124C.74, is repealed 
  1.12  effective July 1, 1999.  
  1.13     (b) Minnesota Statutes 1996, section 134.46, is repealed. 
  1.14     Sec. 2.  [APPROPRIATIONS; TELECOMMUNICATIONS ACCESS 
  1.15  GRANTS.] 
  1.16     The sums indicated in this section are appropriated from 
  1.17  the general fund to the department of children, families, and 
  1.18  learning for the fiscal years designated for grants to school 
  1.19  districts and regional public library systems for 
  1.20  telecommunication connections according to Minnesota Statutes, 
  1.21  section 125B.20: 
  1.22       $13,000,000     .....     2000 
  1.23       $10,000,000     .....     2001 
  1.24     Any balance in the first year does not cancel but is 
  1.25  available in the second year. 
  1.26     This amount shall be included as part of the base for 
  2.1   fiscal years 2002 and 2003. 
  2.2      In allocating grant funds, the council, as appropriate, may 
  2.3   consider expenditures by district made from July 1, 1995. 
  2.4      Sec. 3.  [EFFECTIVE DATE.] 
  2.5      Section 1 is effective the day following final enactment.
