A bill for an act
relating to higher education; setting a higher education attainment goal;
requiring recommendations to achieve the goal; proposing coding for new law
in Minnesota Statutes, chapter 135A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [135A.012] HIGHER EDUCATION ATTAINMENT GOAL.

new text begin It is the goal of the state that by 2020 at least 75 percent of state residents at age
25 have attained a postsecondary degree or certificate. The goal is necessary so that the
people of the state have the necessary training to obtain the jobs that will be available in
2020 and so that employers will have a sufficient number of qualified employees.

Sec. 2. new text begin OFFICE OF HIGHER EDUCATION AND GOVERNOR'S
WORKFORCE DEVELOPMENT COUNCIL.

new text begin The director of the Office of Higher Education, in consultation with the chair of the
governor's Workforce Development Council, shall develop recommendations to achieve
the goal for higher education attainment set by Minnesota Statutes, section 135A.012.
The recommendations must be submitted by January 15, 2012, to the chairs and ranking
minority members of the legislative committees with primary jurisdiction over higher
education and workforce development.
