  1.1                          A bill for an act 
  1.2             relating to transportation; authorizing spending to 
  1.3             acquire and to better public land and other public 
  1.4             improvements of a capital nature; authorizing issuance 
  1.5             of state bonds; appropriating money for commuter rail, 
  1.6             high-speed rail, and transit purposes. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION.] 
  1.9      (a) $29,900,000 is appropriated from the general fund to 
  1.10  the commissioner of transportation as follows: 
  1.11     (1) $10,000,000 for final design costs and right-of-way 
  1.12  acquisition for commuter rail in the Northstar corridor linking 
  1.13  downtown Minneapolis and the St. Cloud area; 
  1.14     (2) $6,000,000 for a grant to the Rush Line corridor joint 
  1.15  powers board to implement potential transit improvements, 
  1.16  including park and ride facilities, and bus lanes in the Rush 
  1.17  Line corridor linking St. Paul and Hinckley; 
  1.18     (3) $3,900,000 to the Dakota county regional rail authority 
  1.19  for environmental studies and preliminary engineering in the 
  1.20  Cedar Avenue corridor to link the Hiawatha, Riverview, and 
  1.21  Northstar transit corridors with Dakota county; and 
  1.22     (4) $10,000,000 for preliminary engineering and 
  1.23  environmental analysis activities for the 130-mile section of 
  1.24  the Midwest regional rail corridor in Minnesota. 
  1.25     (b) The appropriations in this section are in addition to 
  1.26  any other appropriations for similar purposes and are available 
  2.1   until expended. 
  2.2      Sec. 2.  [APPROPRIATION FROM BOND PROCEEDS FUND.] 
  2.3      $106,000,000 is appropriated from the bond proceeds fund to 
  2.4   the commissioner of transportation as follows: 
  2.5      (1) $82,000,000 for implementation of commuter rail, 
  2.6   including construction and vehicle acquisition, in the Northstar 
  2.7   corridor linking downtown Minneapolis and the St. Cloud area; 
  2.8      (2) $10,000,000 for engineering and implementation of an 
  2.9   intermodal connection in downtown Minneapolis between the 
  2.10  Northstar corridor commuter rail and the Hiawatha corridor light 
  2.11  rail transit; 
  2.12     (3) $4,000,000 for a grant to the Red Rock corridor 
  2.13  commission joint powers board for environmental and engineering 
  2.14  studies of commuter rail in the Red Rock corridor linking 
  2.15  downtown Minneapolis, downtown St. Paul, and Hastings; and 
  2.16     (4) $10,000,000 for environmental studies, preliminary 
  2.17  engineering, and implementation of major transit improvements in 
  2.18  the Central corridor linking downtown Minneapolis and downtown 
  2.19  St. Paul. 
  2.20     Sec. 3.  [BOND SALE.] 
  2.21     To provide the money appropriated in section 2 from the 
  2.22  bond proceeds fund, the commissioner of finance shall sell and 
  2.23  issue bonds of the state in an amount up to $106,000,000 in the 
  2.24  manner, on the terms, and with the effect prescribed by 
  2.25  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.26  Minnesota Constitution, article XI, sections 4 to 7.
