A bill for an act
relating to education; appropriating money to increase parent and community
involvement in the education of their children; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

IN LEARNING.

new text begin $890,000 in fiscal year 2008 and $890,000 in fiscal year 2009 are appropriated from
the general fund to the Board of Regents of the University of Minnesota for the School of
Social Work to expand the Learning Dreams program to enable more parents to participate
in the education of their children through highly effective parent and community
involvement in learning that leads to improved outcomes for at-risk children. These
appropriations are to expand the program to six additional sites located throughout the
state to reflect an urban, suburban, and rural balance. The School of Social Work should
submit a report to the house of representatives and senate committees having jurisdiction
over prekindergarten through grade 12 education on the expansion and effectiveness
of the program by January 1, 2010. Any balance in the first year does not cancel but
is available in the second year.
