  1.1                          A bill for an act 
  1.2             relating to state government; creating a student 
  1.3             worker program to encourage employment of protected 
  1.4             group and economically disadvantaged persons; 
  1.5             appropriating money; proposing coding for new law in 
  1.6             Minnesota Statutes, chapter 43A. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [43A.193] [STUDENT WORKER PROGRAM.] 
  1.9      The commissioner shall award grants to executive branch 
  1.10  agencies to encourage part-time employment of student workers 
  1.11  who are protected group members or whose economic disadvantages 
  1.12  may limit their ability to participate in the state workforce.  
  1.13  An agency grant proposal to the commissioner must demonstrate 
  1.14  that through on-the-job training, mentorship, or other means, 
  1.15  the agency will use the grant to help prepare students for 
  1.16  future employment opportunities in job classifications in which 
  1.17  the agency is likely to be recruiting employees.  In evaluating 
  1.18  state agency proposals, the commissioner must give priority to 
  1.19  proposals that have potential to:  (1) help eliminate 
  1.20  underutilization of protected group members in the agency's 
  1.21  workforce; (2) emphasize career development for the student 
  1.22  workers; and (3) address agency needs for workers in occupations 
  1.23  where there is a worker shortage.  An agency receiving a grant 
  1.24  under this section must spend at least $1 from its own budget on 
  1.25  the student worker program for every $3 received through the 
  1.26  grant.  An agency receiving a grant must report to the 
  2.1   commissioner the number of student workers hired with the money, 
  2.2   and the number of student workers who become full-time state 
  2.3   employees. 
  2.4      Sec. 2.  [APPROPRIATION.] 
  2.5      $....... in fiscal year 2002 and $....... in fiscal year 
  2.6   2003 are appropriated from the general fund to the commissioner 
  2.7   of employee relations for purposes of section 1.
