  1.1                          A bill for an act 
  1.2             relating to children; increasing revenue for early 
  1.3             childhood and family education; appropriating money; 
  1.4             amending Minnesota Statutes 1998, section 124D.135, 
  1.5             subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 124D.135, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [REVENUE.] The revenue for early childhood 
  1.10  family education programs for a school district equals $101.25 
  1.11  for 1998 and $113.50 for 1999 and $185 for fiscal year 2000 and 
  1.12  later fiscal years times the greater of: 
  1.13     (1) 150; or 
  1.14     (2) the number of people under five years of age residing 
  1.15  in the district on October 1 of the previous school year. 
  1.16     Sec. 2.  [APPROPRIATIONS.] 
  1.17     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  1.18  LEARNING.] The sums indicated in this section are appropriated 
  1.19  from the general fund to the department of children, families, 
  1.20  and learning for the fiscal years designated. 
  1.21     Subd. 2.  [EARLY CHILDHOOD FAMILY EDUCATION AID.] For early 
  1.22  childhood family education aid according to Minnesota Statutes, 
  1.23  section 124D.135: 
  1.24      $39,946,000     .....     2000 
  1.25      $40,261,000     .....     2001 
  2.1      The 2000 appropriation includes $1,390,000 for 1999 and 
  2.2   $35,951,000 for 2000. 
  2.3      The 2001 appropriation includes $3,995,000 for 2000 and 
  2.4   $36,235,000 for 2001. 
  2.5      Any balance in the first year does not cancel but is 
  2.6   available in the second year.
