A bill for an act
relating to human services; appropriating money for a grant to Family Enhancement
Center.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $193,000 in fiscal year 2020 is appropriated from the general fund to the commissioner
of human services for a onetime grant to the Family Enhancement Center (FEC) to provide
more children access to expert mental health services regardless of a child's insurance status
or financial well-being and to create positive change in the lives of families in the FEC's
service area. This appropriation does not cancel but is available in the second year.

(b) Of this appropriation, the FEC must use the grant as follows:

(1) $75,000 for orientation and hiring five additional employees with master's degrees;

(2) $14,000 to provide five employees with trauma-informed training;
new text end
new text begin
(3) $38,000 to provide five employees with 48 hours of required trauma-informed training
time;

new text begin
(4) $11,000 for yearlong consultation calls with a training agency;

(5) $12,000 for supervision of new employees during the employees' training periods;
new text end
new text begin
(6) $31,000 for additional administrative support, including hiring one additional full-time
support employee; and

(7) $12,000 for additional office space to accommodate additional employees.
