A bill for an act
relating to capital improvements; appropriating money for improvements for
the East Phillips Cultural and Community Center; authorizing the issuance of
general obligation bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The appropriations in this section are to the
Metropolitan Council for a grant to the Minneapolis Park and Recreation Board and are
added to the appropriation in Laws 2006, chapter 258, section 17, subdivision 8, for the
East Phillips Cultural and Community Center.

$40,000 is appropriated from the general fund for
Leadership in Energy and Environmental Design (LEED) certification of the East Phillips
Cultural and Community Center.

$900,000 is appropriated from the bond proceeds
fund to predesign, design, construct, furnish, and equip a health and wellness center in
the East Phillips Cultural and Community Center. The health and wellness center will
provide a holistic approach to reducing the risk of diabetes, obesity, and heart disease for
low-income persons and within communities of color. It will also help reduce stress by
providing a safe place for exercise in an area with a high rate of crime. The center will
inspire youth and adults, from generation to generation, to nurture decisions that result in
positive and exemplary contributions worldwide.

$....... is appropriated from the bond
proceeds fund to incorporate into the center's energy systems that will help create an
ecologically sustainable green building that will function as a demonstration model for
energy independence. Possible energy sources may include geothermal heating and
cooling, solar, and wind. The project may also include gray water recycling.

To provide the money appropriated in section 1 from the bond proceeds fund, the
commissioner of finance shall sell and issue bonds of the state in an amount up to $....... in
the manner, on the terms, and with the effect prescribed by Minnesota Statutes, sections
16A.631 to 16A.675, and by the Minnesota Constitution, article XI, sections 4 to 7.
