A bill for an act
relating to insurance; requiring commissioner of public safety to report to the
legislature on the benefits and costs of contracting to participate in a nationwide
real-time motor vehicle insurance status information system.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of public safety,
in consultation with the commissioner of commerce, shall analyze the benefits and costs to
the state of contracting with a private-sector entity capable of providing Minnesota law
enforcement personnel with real-time information on the motor vehicle insurance status of
motor vehicles driven in this state. The information on insurance status must be available
immediately upon request to state and local law enforcement personnel while in a squad
car or other law enforcement vehicle.

The analysis and written report must analyze the cost to
the state of participating in the information system as compared to increased revenue to
the state from insurance premium taxes and from fines, fees, and surcharges imposed upon
owners of uninsured vehicles, increases or decreases in motor vehicle insurance premiums
and uninsured losses, and other factors the commissioner considers relevant.

The commissioner of public safety shall provide a written
report and recommendation to the legislature no later than November 1, 2011, regarding
the analysis required under subdivisions 1 and 2. The report must comply with Minnesota
Statutes, sections 3.195 and 3.197.
