  1.1                          A bill for an act 
  1.2             relating to public safety; authorizing appropriation 
  1.3             of money from 911 fees to provide assistance for 
  1.4             certain emergency telephone service costs in the 
  1.5             metropolitan area; amending Minnesota Statutes 2000, 
  1.6             section 473.901, subdivision 1.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 473.901, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [COSTS COVERED BY FEE.] For each fiscal 
  1.11  year beginning with the fiscal year commencing July 1, 1997, the 
  1.12  amount necessary to pay the following costs is appropriated to 
  1.13  the commissioner of administration from the 911 emergency 
  1.14  telephone service account established under section 403.11: 
  1.15     (1) debt service costs and reserves for bonds issued 
  1.16  pursuant to section 473.898; 
  1.17     (2) repayment of the right-of-way acquisition loans; 
  1.18     (3) costs of design, construction, maintenance of, and 
  1.19  improvements to those elements of the first phase that support 
  1.20  mutual aid communications and emergency medical services; or 
  1.21     (4) recurring charges for leased sites and equipment for 
  1.22  those elements of the first phase that support actual aid and 
  1.23  emergency medical communication services; or 
  1.24     (5) aid to local units of government for sites and 
  1.25  equipment in support of mutual aid and emergency medical 
  1.26  communications services. 
  2.1      This appropriation shall be used to pay annual debt service 
  2.2   costs and reserves for bonds issued pursuant to section 473.898 
  2.3   prior to use of fee money to pay other costs eligible under this 
  2.4   subdivision.  In no event shall the appropriation for each 
  2.5   fiscal year exceed an amount equal to four cents a month for 
  2.6   each customer access line or other basic access service, 
  2.7   including trunk equivalents as designated by the public 
  2.8   utilities commission for access charge purposes and including 
  2.9   cellular and other nonwire access services, in the fiscal year. 
  2.10     [EFFECTIVE DATE.] This section is effective the day 
  2.11  following final enactment.
