A bill for an act
relating to economic development; appropriating money for the Expo 2027 host
organization.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $10,000,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to the Bloomington Port Authority
to provide funding for the Expo 2027 host organization. The Bloomington Port Authority
must enter into an agreement with the host organization over the use of funds, which may
be used to finalize the community dossier and staff the host organization as well as for
infrastructure design and planning, financial modeling, and development planning and
coordination of both real estate and public private partnerships. The host organization may
be reimbursed for expenses 90 days prior to encumbrance. This appropriation is contingent
on approval of the project by the Bureau International des Expositions.
