A bill for an act
relating to crime victims; authorizing grants; appropriating money to the
commissioner of public safety for crime victims services programs and crime
prevention.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS FOR CRIME VICTIMS SERVICES FOR
VICTIMS OF SEXUAL ATTACKS OR SEXUAL VIOLENCE.

new text begin $1,558,900 in fiscal year 2014 and $1,558,900 in fiscal year 2015 are appropriated from the
general fund to the commissioner of public safety for grants to existing programs for crime
victims services for victims of sexual attacks or sexual violence under Minnesota Statutes,
section 611A.21. The commissioner must use the base funding increase of $156,400 in
2014 and the base funding increase of $156,400 in 2015 to increase grants to existing
programs in an equal percent of their combined total of state general fund and federal
dollars. The appropriations in this subdivision are added to the department's base budget.

reservations.

new text begin $640,000 in fiscal year 2014 and $640,000 in fiscal year 2015 are
appropriated from the general fund to the commissioner of public safety to establish
crime victims services for victims of sexual attacks or sexual violence under Minnesota
Statutes, section 611A.21. The commissioner must use this money to make grants to
counties, nonprofit, or reservation programs to create new programs in counties and
reservations that have no state-supported services for victims of sexual attacks or sexual
assault, including: Big Stone, Carlton, Clearwater, Faribault, Grant, Le Sueur, McLeod,
Meeker, Polk, Traverse, and Wilkin Counties, and Leech Lake, Upper Sioux, Lower
Sioux, Shakopee/Mdewakanton, and Prairie Island Reservations. The appropriations in
this subdivision are added to the department's base budget.
