  1.1                          A bill for an act 
  1.2             relating to health; appropriating money for a grant 
  1.3             program for community health clinics. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATIONS.] 
  1.6      $2,600,000 in fiscal year 2000 and $2,600,000 in fiscal 
  1.7   year 2001 is appropriated from the general fund to the 
  1.8   commissioner of health to provide grants to nongovernmental 
  1.9   community clinics offering a sliding fee scale and demonstrating 
  1.10  a commitment to serve a disproportionate share of low-income and 
  1.11  underserved populations.  The grants must be used to maintain 
  1.12  access to health care for low-income and uninsured populations 
  1.13  in both urban and rural Minnesota.  The commissioner shall 
  1.14  consult with the neighborhood health care network and the 
  1.15  Minnesota primary care association on the distribution of the 
  1.16  grants to community clinics.  The commissioner shall limit each 
  1.17  grant award to $100,000 per clinic for each fiscal year.  This 
  1.18  is a one-time appropriation and shall not become part of the 
  1.19  base level funding for the 2002-2003 biennium.
