A bill for an act
relating to capital improvements; appropriating money to commissioner of
transportation for grant to city of St. Paul for planning enhancements connected
to Warner Road bridge improvements; authorizing sale of state transportation
bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $250,000 is appropriated from the transportation
fund to the commissioner of transportation to the city of St. Paul for preliminary
engineering and design work to enhance the Warner Road bridge project, including the
1.2-mile section of Warner Road west of Highway 61, scheduled for improvements in
2010. These enhancements include, but are not limited to:

new text begin (1) the interconnection of five park access points at Battle Creek Park, Pig's Eye
Lake, Mounds Park, Bruce Vento Nature Sanctuary, and Riverfront Park;

new text begin (2) providing greater access for bicyclists and pedestrians and amenities to enhance
the connection with the National Great River Park; and

new text begin (3) expanding access to the riverfront, creating safer connections for bicyclists and
pedestrians, and adding amenities consistent with designs for the National Great River
Park.

new text begin To provide the money appropriated in this section from the
transportation fund, the commissioner of finance shall sell and issue bonds of the state in
an amount up to $250,000 in the manner, upon the terms, and with the effect prescribed
by Minnesota Statutes, sections 16A.631 to 16A.675, 174.50, and 174.51, and by the
Minnesota Constitution, article XI, sections 4 to 7.
