  1.1                          A bill for an act 
  1.2             relating to the environment; requiring the pollution 
  1.3             control agency to provide emissions information to the 
  1.4             public without cost; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 116.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [116.015] [EMISSIONS INFORMATION.] 
  1.8      The commissioner of the pollution control agency shall make 
  1.9   all emissions information collected by the agency available to 
  1.10  the public in electronic format, including on the Internet, and 
  1.11  in hard copy.  The agency must provide context for the 
  1.12  information to allow the general public to assess the 
  1.13  environmental significance of the information.  The commissioner 
  1.14  shall provide the emissions information in a form and manner 
  1.15  that allows a member of the general public to easily obtain the 
  1.16  information for a specific property, group of properties, 
  1.17  neighborhood, or geographic area.  There must be no charge for 
  1.18  access to the information on the Internet.  Also, there must be 
  1.19  no charge for hard copies if the requester (1) resides within 
  1.20  two miles of the location for which the information is 
  1.21  collected, and (2) certifies in writing that the information is 
  1.22  not obtained for a business purpose.
