  1.1                          A bill for an act 
  1.2             relating to education; establishing the Minnesota 
  1.3             career and technical education leadership council; 
  1.4             proposing coding for new law in Minnesota Statutes, 
  1.5             chapter 136F. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [136F.57] [MINNESOTA CAREER AND TECHNICAL 
  1.8   EDUCATION LEADERSHIP COUNCIL.] 
  1.9      Subdivision 1.  [COUNCIL ESTABLISHED.] The Minnesota career 
  1.10  and technical education leadership council is established.  The 
  1.11  council is composed of 17 members as follows: 
  1.12     (1) the commissioner or designee of the department of 
  1.13  children, families, and learning; 
  1.14     (2) the president or designee of the Minnesota vocational 
  1.15  association; 
  1.16     (3) the president or designee of the Minnesota association 
  1.17  of secondary vocational administrators; 
  1.18     (4) the chancellor or designee of Minnesota state colleges 
  1.19  and universities; 
  1.20     (5) a student representative of the Minnesota vocational 
  1.21  student organizations; 
  1.22     (6) four legislators, two from the house chosen by the 
  1.23  speaker and two from the senate chosen by the subcommittee on 
  1.24  committees; members must serve on either the education or 
  1.25  economic development committees and should represent a balance 
  2.1   of the caucuses; 
  2.2      (7) the speaker of the house and the chair of the committee 
  2.3   on committees, in consultation with their respective economic 
  2.4   development chairs, will each appoint three members, one member 
  2.5   from each of the following three areas:  business, trade 
  2.6   organizations, and labor; and 
  2.7      (8) the governor shall appoint two members at large. 
  2.8      Subd. 2.  [POWERS AND DUTIES.] Specific powers and duties 
  2.9   of the council are to: 
  2.10     (1) develop recommendations to the legislature and the 
  2.11  governor and provide review for career and technical education 
  2.12  programs in Minnesota; 
  2.13     (2) establish a program to foster and encourage the 
  2.14  development of secondary and post-secondary career and technical 
  2.15  education programs; 
  2.16     (3) coordinate and articulate economic development and 
  2.17  Minnesota's career and technical education policy across all 
  2.18  programs, instruction, and initiatives; 
  2.19     (4) identify critical needs for career and technical 
  2.20  education; 
  2.21     (5) serve as a link between the business/occupational 
  2.22  sector and the career and technical education system to 
  2.23  communicate mutual concerns, needs, and projections; 
  2.24     (6) establish and maintain an increased awareness of career 
  2.25  and technical education and its continued need for all citizens 
  2.26  of Minnesota; 
  2.27     (7) gain broad public support for career and technical 
  2.28  education in Minnesota; and 
  2.29     (8) report annually on its activities to the senate 
  2.30  economic development and the house economic development and 
  2.31  international trade committees. 
  2.32     Subd. 3.  [COUNCIL OFFICERS; TERMS AND COMPENSATION OF 
  2.33  APPOINTEES; STAFF.] (a) The chair of the senate economic 
  2.34  development and house economic development and international 
  2.35  trade committees are co-chairs of the council. 
  2.36     (b) The council's membership terms, compensation, filling 
  3.1   of vacancies, and removal of members are provided in section 
  3.2   15.0575. 
  3.3      (c) The council may employ an executive director and any 
  3.4   other staff to carry out its functions. 
  3.5      Subd. 4.  [EXPIRATION.] This leadership council expires on 
  3.6   June 30, 2004.
