  1.1                          A bill for an act 
  1.2             relating to motor vehicles; specifying design of 
  1.3             special license plates for veterans; amending 
  1.4             Minnesota Statutes 2000, section 168.1291. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2000, section 168.1291, is 
  1.7   amended to read: 
  1.8      168.1291 [SPECIAL LICENSE PLATES; DESIGN.] 
  1.9      Subdivision 1.  [DEFINITION.] For purposes of this section 
  1.10  "special license plates" means license plates issued under 
  1.11  sections 168.12, subdivisions 2b to 2e; 168.123; 168.1235; and 
  1.12  168.129. 
  1.13     Subd. 2.  [DESIGN OF SPECIAL PLATES.] The commissioner 
  1.14  shall design a single special license plate that will contain a 
  1.15  unique number and a space for a unique symbol.  The commissioner 
  1.16  shall design a unique symbol related to the purpose of each 
  1.17  special license plate.  Any provision of sections 168.12, 
  1.18  subdivisions 2b to 2e; 168.123; and 168.129, that requires the 
  1.19  placement of a specified letter or letters on a special license 
  1.20  plate applies to those license plates only to the extent that 
  1.21  the commissioner includes the letter or letters in the design.  
  1.22  Where a law authorizing a special license plate contains a 
  1.23  specific requirement for graphic design of that license plate, 
  1.24  that requirement applies to the appropriate unique symbol the 
  1.25  commissioner designs. 
  2.1      Subd. 3.  [ISSUANCE OF SPECIAL PLATES WITH UNIQUE SYMBOLS.] 
  2.2   Notwithstanding section 168.12, subdivisions 2b to 2e; 168.123; 
  2.3   or 168.129, beginning with special license plates issued in 
  2.4   calendar year 1996 the commissioner shall issue each class of 
  2.5   special license plates permanently marked with specific designs 
  2.6   under those laws only until the commissioner's supply of those 
  2.7   license plates is exhausted.  Thereafter the commissioner shall 
  2.8   issue under those laws only the license plate authorized under 
  2.9   subdivision 2, with the appropriate unique symbol attached. 
  2.10     Subd. 4.  [FEES.] Notwithstanding section 168.12, 
  2.11  subdivisions 2b to 2e; 168.123; or 168.129, the commissioner 
  2.12  shall charge a fee of $10 for each set of license plates issued 
  2.13  under this section. 
  2.14     Subd. 5.  [APPLICATION.] This section does not apply to 
  2.15  a any special motorcycle veterans license plate designed by 
  2.16  the registrar under according to section 168.123, subdivision 1, 
  2.17  clause (2). 
  2.18     [EFFECTIVE DATE.] This section is effective for special 
  2.19  license plates issued after June 30, 2001.
