  1.1                          A bill for an act 
  1.2             relating to retirement; general employees retirement 
  1.3             plan of the public employees retirement association; 
  1.4             authorizing the purchase of service credit for certain 
  1.5             periods of prior public school employment. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [PERA-GENERAL; PURCHASE OF PRIOR SERVICE 
  1.8   CREDIT.] 
  1.9      (a) An eligible person described in paragraph (b) is 
  1.10  entitled to purchase up to 33 months of allowable service credit 
  1.11  from the general employees retirement plan of the public 
  1.12  employees retirement association.  The service credit purchase 
  1.13  under this section must be made in accordance with Minnesota 
  1.14  Statutes, section 356.55 or 356.551, whichever applies. 
  1.15     (b) An eligible person is a person who: 
  1.16     (1) is currently a member of the teachers retirement 
  1.17  association; 
  1.18     (2) was employed by independent school district No. 621, 
  1.19  Mounds View, from May 1968 to December 1971, but was not covered 
  1.20  by the general employees retirement plan of the public employees 
  1.21  retirement association; 
  1.22     (3) was employed by independent school district No. 31, 
  1.23  Bemidji, but was not covered by the general employees retirement 
  1.24  plan of the public employees retirement association; 
  1.25     (4) was employed as a special education teacher by 
  2.1   independent school district No. 12, Centennial, for the 
  2.2   1974-1975 school year and for the 1977-1978, 1978-1979, and 
  2.3   1979-1980 school years; 
  2.4      (5) was employed as a special education teacher by 
  2.5   independent school district No. 16, Spring Lake Park, for the 
  2.6   1975-1976 school year; 
  2.7      (6) was employed as a special education teacher by 
  2.8   independent school district No. 138, North Branch, for the 
  2.9   1980-1981, 1981-1982, 1982-1983, 1983-1984, 1984-1985, and 
  2.10  1985-1986 school years; and 
  2.11     (7) has been employed by independent school district No. 
  2.12  11, Anoka-Hennepin, since the 1986-1987 school year. 
  2.13     (c) An eligible person described in paragraph (b) must 
  2.14  apply with the executive director of the public employees 
  2.15  retirement association to make the service credit purchase under 
  2.16  this section.  The application must be in writing and must 
  2.17  include all necessary documentation of the applicability of this 
  2.18  section and any other relevant information that the executive 
  2.19  director may require. 
  2.20     Sec. 2.  [EFFECTIVE DATE.] 
  2.21     Section 1 is effective on the day following final enactment 
  2.22  and expires on December 31, 2004.
