A bill for an act
relating to public health; creating a grant program to support new school-based
health clinics; proposing coding for new law in Minnesota Statutes, chapter 145.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of health may award grants
to school districts, statutory or home rule charter cities, counties, or nonprofit corporations
in order to establish school-based health clinics, subject to the following provisions:

(a) Grantees must provide a 50 percent match to the state grant funds with private
funds, local government funds, or a combination of the two.

(b) In awarding grants, the commissioner shall give preference to grant applicants
that can maximize federal funds, including, but not limited to, Medicaid and the federal
maternal and child health block grant.

(c) School-based health clinics that receive a state grant under this section must
provide, but are not limited to, the following services:

(1) comprehensive health assessments;
new text end
new text begin
(2) prescriptions for medications;
new text end
new text begin
(3) asthma treatment;
new text end
new text begin
(4) nutrition counseling;
new text end
new text begin
(5) immunizations;
new text end
new text begin
(6) mental health assessments and therapy, or referrals for these services; and

(7) laboratory tests.

(d) When school is in session, school-based health clinics that receive a state grant
under this section must be staffed with primary care providers at least 25 hours per week.
