A bill for an act
relating to libraries; authorizing libraries in certain cities to charge fees to
nonresidents; proposing coding for new law in Minnesota Statutes, chapter 134.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin This section applies to a statutory or home rule charter city of the first or second
class located outside of the seven-county metropolitan area defined in section 473.121,
subdivision 2. A city covered by this section may charge a fee to nonresidents of the city
for use of libraries within the city. Charging of the fee does not affect the eligibility of
the city to participate in a regional public library system or the terms and conditions
of that participation, or eligibility to receive basic system support grants under section
134.355, grants to multicounty, multitype library systems under sections 134.353 and
134.354, regional telecommunications aid under section 134.355, or any other state aid or
appropriation.
