  1.1                          A bill for an act 
  1.2             relating to economic development; requiring a study of 
  1.3             job training programs. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [STUDY OF JOB TRAINING PROGRAMS.] 
  1.6      Subdivision 1.  [STUDY.] The commissioners of trade and 
  1.7   economic development, labor and industry, and economic security 
  1.8   shall conduct a joint study of job training programs funded 
  1.9   wholly or partly with state funds.  The commissioners must 
  1.10  report to the governor and legislature on the development of the 
  1.11  study by January 15, 2002, and make a final report on the study 
  1.12  by January 15, 2003. 
  1.13     Subd. 2.  [LONG-TERM TRACKING.] The study must include 
  1.14  findings and recommendations on the feasibility and desirability 
  1.15  of creating and implementing long-term tracking of individuals 
  1.16  who complete state-funded job training programs.  The 
  1.17  recommended tracking must provide, among other things, for 
  1.18  comparison of per capita income and wages earned by participants 
  1.19  in these programs with those earned by nonparticipants who are 
  1.20  in the same socioeconomic group as participants at the time of 
  1.21  program entry.  The study shall take into consideration the 
  1.22  physical and mental capabilities of individuals as well as their 
  1.23  levels of learning and training. 
  1.24     Subd. 3.  [COST REPORT.] (a) The study must include a 
  2.1   compilation of all job training programs funded wholly or partly 
  2.2   with state funds to determine the true cost of these programs. 
  2.3      (b) The study must include, for each program: 
  2.4      (1) a program description; 
  2.5      (2) the total costs, including those incurred by federal, 
  2.6   state, and local governments and private and nonprofit 
  2.7   employers; 
  2.8      (3) economic benefits; and 
  2.9      (4) a comparison of the per capita cost with the increases 
  2.10  in wages earned by program participants. 
  2.11     Subd. 4.  [WAGE RATE STUDY.] The commissioners must 
  2.12  identify which of the job training programs studied: 
  2.13     (1) produced jobs paying initially at least 120 percent of 
  2.14  the federal poverty level; 
  2.15     (2) produced jobs paying initially at least a livable wage; 
  2.16     (3) produced jobs where the employees were either retained 
  2.17  for at least five years or advanced; and 
  2.18     (4) produced jobs which led to further advancement by 
  2.19  program participants. 
  2.20     Subd. 5.  [BREAKDOWN OF INFORMATION.] The commissioners 
  2.21  must report the information required by this section separately 
  2.22  for each of the following groups:  men, women, Blacks, Native 
  2.23  Americans, Hispanics, Asians, persons under 25, persons between 
  2.24  25 and 45, and persons over 45.
