  1.1                          A bill for an act 
  1.2             relating to state lands; authorizing conveyance of 
  1.3             certain tax-forfeited land that borders public water 
  1.4             in Ramsey county. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONVEYANCE OF TAX-FORFEITED LAND BORDERING 
  1.7   PUBLIC WATER; RAMSEY COUNTY.] 
  1.8      (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  1.9   282.018, subdivisions 1 and 2, and the public sale provisions of 
  1.10  Minnesota Statutes, chapter 282, the commissioner of revenue 
  1.11  shall convey to Ramsey county for no consideration the 
  1.12  tax-forfeited land bordering public water that is described in 
  1.13  paragraph (c). 
  1.14     (b) The conveyance must be in a form approved by the 
  1.15  attorney general and provide that the land reverts to the state 
  1.16  if Ramsey county stops using the land for park purposes.  The 
  1.17  conveyance must provide that no landscape changes, stormwater 
  1.18  discharge, or watercourse alterations that affect the hydrology 
  1.19  and vegetative characteristics of the land are allowed beyond 
  1.20  those conditions that exist at the time of the conveyance in 
  1.21  order that the wetland characteristics and resulting wildlife 
  1.22  habitats are maintained in perpetuity. 
  1.23     (c) The land to be conveyed is located in Ramsey county and 
  1.24  is described as:  that part northeasterly of the railway 
  1.25  right-of-way and the East 400 feet of the Northeast Quarter of 
  2.1   the Southwest Quarter, Section 17, Township 30 North, Range 23 
  2.2   West (P.I.N. 17-30-23-31-0016-9). 
  2.3      (d) The county has determined that the county's land 
  2.4   management interests would best be served if the land was used 
  2.5   for park purposes.
