A bill for an act
relating to veterans; preserving a collection of veterans license plates; directing
the distribution and sale of remaining discontinued veterans plates and
authorizing the use of revenues; proposing coding for new law in Minnesota
Statutes, chapter 168.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The commissioner of veterans affairs shall
maintain an inventory containing at least one sample set of each type of Minnesota
veterans license plate. The commissioner may display part or all of the collection for
official ceremonial or educational purposes or may temporarily loan part or all of the
collection to a chartered veterans service organization for those purposes. No fee may be
charged by the commissioner or organization for the display or use.

new text begin (b) For purposes of this section, the term "Minnesota veterans license plate" shall
be given broad interpretation to include all official Minnesota license plates related to
veterans and the military as authorized at any time.

new text begin (a) By June 30, 2012, the commissioner of public
safety must provide to the commissioner of veterans affairs a sample set of each type of
Minnesota veterans license plate officially issued at any time.

new text begin (b) By June 30, 2013, and annually thereafter, the commissioner of public safety
must provide to the commissioner of veterans affairs one sample set of any Minnesota
veterans license plate that has been newly issued during the preceding fiscal year.

new text begin (a) If the commissioner of public safety determines
that any Minnesota veterans license plate must be discontinued from official use in
registering motor vehicles, the commissioner of public safety must dispose of the
remaining plates of that type in the following manner and order of priority:

new text begin (1) provide one or more sample sets of each discontinued plate to the commissioner
of veterans affairs and the director of the Minnesota Historical Society for purposes of
history, education, and display;

new text begin (2) offer one sample set of the discontinued plate to each publicly owned and
operated museum in the state; and
new text end

new text begin (3) provide for public sale at full market value, as determined by the commissioner
of public safety, of any remaining veterans license plates of the type being discontinued.
The circumstances of the sale must provide for broad distribution of the remaining license
plates among Minnesota residents.

new text begin In addition, the commissioner of public safety may keep one or more sample sets
of each type of discontinued veterans license plate for inclusion in any official plate
collection initiated by the Department of Public Safety.

new text begin (b) Under no circumstances may any public official destroy any veterans license
plate that is being proposed for discontinuance or which has been discontinued.

new text begin Proceeds; appropriation. new text end

new text begin The commissioner of public safety must deposit
all proceeds from the sale of any discontinued veterans license plates into the historical
veterans license plate account of the special revenue fund of the state treasury. Each year,
50 percent of the balance of that account is appropriated to the Minnesota "Support Our
Troops" account created under section 190.19, and the remaining 50 percent of the balance
of that account is appropriated to the commissioner of public safety for use in staff training
within the Division of Motor Vehicle Licensing of the Department of Public Safety.

new text begin The purpose of this section is to perpetuate the historical record
and significance of veterans license plates as valued items reflecting the patriotic service
and sacrifice of Minnesota veterans.

new text begin This section is effective July 1, 2011.
