  1.1                          A bill for an act 
  1.2             relating to highways; delaying beginning of 
  1.3             construction and reconstruction of marked trunk 
  1.4             highway No. 62 in Minneapolis and Richfield; requiring 
  1.5             a report. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [TRUNK HIGHWAY 62 CONSTRUCTION PROJECT.] 
  1.8      Subdivision 1.  [RESTRICTION.] The commissioner of 
  1.9   transportation may not construct or reconstruct marked trunk 
  1.10  highway No. 62 between marked trunk highway No. 100 and Portland 
  1.11  Avenue South in Minneapolis and Richfield until June 1, 2002.  
  1.12  This subdivision does not apply to any construction or 
  1.13  reconstruction begun pursuant to a contract entered into by the 
  1.14  commissioner before the effective date of this section. 
  1.15     Subd. 2.  [REPORT.] The commissioner of transportation 
  1.16  shall report to the governor and legislature not later than 
  1.17  January 15, 2002, on issues surrounding the trunk highway 
  1.18  project described in subdivision 1.  The report must, at a 
  1.19  minimum: 
  1.20     (1) specify the present and predicted levels of traffic on 
  1.21  all segments of marked trunk highway No. 62, and on trunk 
  1.22  highway corridors that would be significantly affected by any 
  1.23  long-term closing of lanes on marked trunk highway No. 62; 
  1.24     (2) describe the adequacy of marked trunk highway No. 62, 
  1.25  under current conditions and after a full construction or 
  2.1   reconstruction project, to carry present and predicted traffic 
  2.2   levels, including describing the extent to which traffic 
  2.3   problems in the corridor will be addressed by the project; 
  2.4      (3) show projected growth in the trunk highway corridor in 
  2.5   population and economic development; 
  2.6      (4) show the extent to which the project will be 
  2.7   coordinated with other construction or reconstruction projects 
  2.8   on trunk highways that will be affected by the marked trunk 
  2.9   highway No. 62 project; 
  2.10     (5) discuss alternative feasible designs for the project, 
  2.11  including stacking of freeway lanes and tunneling; and 
  2.12     (6) describe the availability of funding for the proposed 
  2.13  project and feasible alternatives. 
  2.14     [EFFECTIVE DATE.] This section is effective the day 
  2.15  following final enactment.
