  1.1                          A bill for an act
  1.2             relating to housing; establishing a pilot project in 
  1.3             the city of Hilltop; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [MANUFACTURED HOUSING PILOT PROJECT.] 
  1.6      Subdivision 1.  [PILOT PROJECT ESTABLISHED.] (a) The city 
  1.7   of Hilltop may establish a pilot project for the purpose of 
  1.8   planning, designing, and implementing a neighborhood 
  1.9   redevelopment project in the Central avenue corridor in 
  1.10  Hilltop.  The neighborhood redevelopment project must use 
  1.11  manufactured housing as a means of providing safe, attractive, 
  1.12  affordable housing for people with incomes at or below 80 
  1.13  percent of the metropolitan area median income.  
  1.14     (b) Implementation costs may include, but are not limited 
  1.15  to:  relocation costs for displaced residents of the project 
  1.16  area in the same amount as provided in Minnesota Statutes, 
  1.17  section 327C.095; site preparation costs; set-up and 
  1.18  installation costs for new manufactured housing units; and 
  1.19  roadway improvements.  
  1.20     (c) The city of Hilltop must file a plan with the housing 
  1.21  finance agency for the sale of finished units in the redeveloped 
  1.22  project area.  The plan must take into account the housing needs 
  1.23  of potential buyers in descending order of priority:  residents 
  1.24  of the project area before the redevelopment project; current 
  2.1   Hilltop residents; current Columbia Heights residents; and all 
  2.2   other potential buyers. 
  2.3      Subd. 2.  [REPORT.] (a) The housing finance agency must 
  2.4   report to the legislature on the pilot project.  The report must 
  2.5   include:  information on site preparation procedures; the 
  2.6   project layout and plans; costs; administrative and contracting 
  2.7   processes used and an evaluation of the processes; and results 
  2.8   of the pilot project.  The housing finance agency must make the 
  2.9   report available to local communities, the federal government, 
  2.10  and other interested persons. 
  2.11     (b) The city of Hilltop must cooperate in creating the 
  2.12  pilot project report and must provide all information requested 
  2.13  by the housing finance agency.  
  2.14     (c) Private contractors hired for the pilot project must 
  2.15  agree to:  (1) make public the design and layout plans they 
  2.16  create for the project; and (2) contribute relevant information 
  2.17  on processes followed and costs incurred to the housing finance 
  2.18  agency for use in the report. 
  2.19     Sec. 2.  [APPROPRIATION.] 
  2.20     $1,000,000 is appropriated from the general fund for 
  2.21  transfer to the housing development fund for the community 
  2.22  revitalization fund account under Minnesota Statutes, section 
  2.23  462A.206, for a grant to the city of Hilltop for the purposes of 
  2.24  section 1.  The city of Hilltop must administer and coordinate 
  2.25  the pilot project, as well as provide legal counsel.  This 
  2.26  appropriation is available until December 31, 2002.
