  1.1                          A bill for an act 
  1.2             relating to the environment; requiring the pollution 
  1.3             control agency to provide emissions information upon 
  1.4             request or on the Internet; appropriating money; 
  1.5             proposing coding for new law in Minnesota Statutes, 
  1.6             chapter 116. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [116.015] [EMISSIONS INFORMATION ACCESS.] 
  1.9      By August 1, 2002, the agency shall make information 
  1.10  regarding emissions, discharges, and other releases available on 
  1.11  the agency's Web site and, on request, in alternative forms.  
  1.12  The information must: 
  1.13     (1) be searchable by company name or address and by 
  1.14  geographic location; 
  1.15     (2) describe the source and amount of each emission, 
  1.16  discharge, or release into the air, water, or land by area; 
  1.17     (3) identify the source of the information, whether 
  1.18  monitored or estimated; 
  1.19     (4) compare actual and permitted emissions; 
  1.20     (5) identify whether the substance emitted is persistent 
  1.21  and/or bioaccumulative; 
  1.22     (6) describe any state standards or health benchmarks which 
  1.23  apply to the emissions; and 
  1.24     (7) state whether there have been agency enforcement 
  1.25  actions against the facility for emissions, discharges, or 
  1.26  release of substances into the air, water, or land. 
  2.1      The agency must provide context for the information, 
  2.2   including permitted levels for emissions, that allows a person 
  2.3   viewing the information to assess the environmental significance 
  2.4   of the information. 
  2.5      Sec. 2.  [APPROPRIATION.] 
  2.6      $120,000 in fiscal year 2002 and $120,000 in fiscal year 
  2.7   2003 are appropriated from the general fund to the pollution 
  2.8   control agency to provide the pollution information required by 
  2.9   section 1.
