  1.1                          A bill for an act 
  1.2             relating to adult basic education; defining basic 
  1.3             service levels; providing aid; appropriating money; 
  1.4             amending Minnesota Statutes 1998, sections 124D.52, by 
  1.5             adding a subdivision; and 124D.53, by adding a 
  1.6             subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 124D.52, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 4.  [BASIC SERVICE LEVEL.] A district, or a 
  1.11  consortium of districts, with a program approved by the 
  1.12  commissioner under subdivision 2 must establish, in consultation 
  1.13  with the department of children, families, and learning, a basic 
  1.14  level of service for every adult basic education site in the 
  1.15  district or consortium.  The basic service level must describe 
  1.16  minimum levels of academic instruction and support services to 
  1.17  be provided at each site.  The program must set a basic service 
  1.18  level that promotes effective learning and student achievement 
  1.19  with measurable results.  Each district or consortium of 
  1.20  districts must submit its basic service level to the 
  1.21  commissioner for approval. 
  1.22     Sec. 2.  Minnesota Statutes 1998, section 124D.53, is 
  1.23  amended by adding a subdivision to read: 
  1.24     Subd. 7.  [BASIC POPULATION AID.] A district with a 
  1.25  population of less than 30,000 is eligible for basic population 
  1.26  aid if:  (1) the district levied for adult basic education for 
  2.1   revenue in fiscal year 1999; and (2) the district has a basic 
  2.2   service level approved by the commissioner under section 
  2.3   124D.52, subdivision 4, or is a member of a consortium with an 
  2.4   approved basic service level.  Basic population aid is equal to 
  2.5   the greater of $4,000 or $1 times the population of the 
  2.6   district.  District population is determined according to 
  2.7   section 275.14.  Aid under this section is in addition to aid 
  2.8   under subdivision 3 and must be used for sites that meet the 
  2.9   approved basic service level under section 124D.52, subdivision 
  2.10  4. 
  2.11     Sec. 3.  [BASIC SERVICE REPORT.] 
  2.12     The commissioner of children, families, and learning must 
  2.13  report to the legislature by January 15, 2001.  The report must 
  2.14  summarize the basic service level definitions approved by the 
  2.15  commissioner and the effectiveness of basic population aid to 
  2.16  maintain access to adult basic education programs throughout 
  2.17  Minnesota. 
  2.18     Sec. 4.  [APPROPRIATIONS.] 
  2.19     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.20  LEARNING.] The sums indicated in this section are appropriated 
  2.21  from the general fund to the department of children, families, 
  2.22  and learning for the fiscal years designated. 
  2.23     Subd. 2.  [ADULT BASIC EDUCATION BASIC POPULATION AID.] For 
  2.24  basic population aid for eligible districts under section 2:
