A bill for an act
relating to human services; establishing a pilot project for peer-to-peer supports;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PEER-TO-PEER SUPPORTS PILOT PROJECT.

new text begin The commissioner of human services may approve
and implement a pilot project to redesign and improve the peer-to-peer supports
delivery system for adults with developmental disabilities who are transitioning from an
institutional living setting to a less restrictive living situation.

new text begin Purpose. new text end

new text begin Anecdotal and qualitative evidence suggests that peer-to-peer
supports improve the quality of life for persons with disabilities. The peer-to-peer supports
pilot project shall quantitatively evaluate these outcomes with regard to improved quality
of life for persons with developmental disabilities including, but not limited to:

new text begin (1) living full and meaningful lives;
new text end

new text begin (2) participating in the community;
new text end

new text begin (3) independently choosing appropriate housing and support services;
new text end

new text begin (4) having access to transportation;
new text end

new text begin (5) finding meaningful work opportunities; and
new text end

new text begin (6) being in control of financial decisions.

new text begin (a) Pilot project activities must include, but are not limited to,
peer-to-peer training on:

new text begin (1) individual rights;
new text end

new text begin (2) decision making;
new text end

new text begin (3) self-determination;
new text end

new text begin (4) prevention of abuse; and
new text end

new text begin (5) participation in quality assurance monitoring.

new text begin (b) The pilot project must provide:
new text end

new text begin (1) resources for peer-led training sessions and instruction on how to use these
resources; and
new text end

new text begin (2) outreach to adults with developmental disabilities who are moving from an
institutional living setting to a less restrictive living situation.

new text begin (c) The pilot project shall identify outcomes of consumer involvement in the design,
implementation, and monitoring of Minnesota's Olmstead plan.

new text begin (d) The commissioner shall enter into an agreement with a statewide disability
organization run by and for persons with developmental disabilities to operate the pilot
project and provide the services and resources described in paragraphs (a) and (b).

new text begin The commissioner shall evaluate the pilot project under this
section and submit a report to the chairs and ranking minority members of the legislative
committees with jurisdiction over health and human services policy and finance and the
Olmstead Planning Committee on January 15, 2014, and January 15, 2015. The evaluation
of the pilot project must be based on criteria that is developed by the commissioner, the
implementing organization under subdivision 3, paragraph (d), and the Olmstead Planning
Committee prior to implementing the pilot project.

new text begin $480,000 for the biennium beginning July 1, 2013, is appropriated from the general
fund to the commissioner of human services to implement the pilot project in section 1.
