A bill for an act
relating to crime victims; authorizing grants; appropriating money to the
commissioner of public safety for crime victims service programs and crime
prevention.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CRIME VICTIMS SERVICES FOR VICTIMS OF SEXUAL
VIOLENCE.

new text begin $1,468,946 for
the fiscal year ending June 30, 2008, and $1,608,449 for the fiscal year ending June 30,
2009, are appropriated from the general fund to the commissioner of public safety to make
grants to existing programs for crime victims services for victims of sexual violence under
Minnesota Statutes, sections 611A.201 to 611A.221. The commissioner must use the base
funding increase of $134,137 in 2008 and the base funding increase of $139,503 in 2009
to increase grants to existing programs in an equal percent of their combined total of
state general fund and federal dollars. The appropriations in this subdivision are added
to the department's base budget.

the fiscal year ending June 30, 2008, and $449,651 for the fiscal year ending June 30,

Minnesota Statutes, sections 611A.201 to 611A.221. The commissioner must use the
funds for community education, outreach, and prevention services and must distribute the
funds as supplemental increases of ten percent to existing grants.

establish crime victims services for victims of sexual violence under Minnesota Statutes,
sections 611A.201 to 611A.221. The commissioner must use this money to make grants to
counties, nonprofit, or reservation programs to create new programs in 13 counties and
six reservations that currently do not have state-supported sexual assault services. The
appropriations in this subdivision are added to the department's base budget.

The commissioner must use the base funding increase of $103,316 in 2008 and the
base funding increase of $107,449 in 2009 to increase grants to existing programs in
an equal percent of their combined total of state general fund and federal dollars. The
appropriations in this subdivision are added to the department's base budget.

The commissioner must use the base funding increase of $213,817 in 2008 and the
base funding increase of $222,370 in 2009 to increase grants to existing programs in
an equal percent of their combined total of state general fund and federal dollars. The
appropriations in this subdivision are added to the department's base budget.

of $764,109 in 2009 to increase grants to existing programs in an equal percent of their
combined total of state general fund and federal dollars. The appropriations in this

new text begin $1,700,000 is appropriated from the general fund for the biennium ending June
30, 2009, to the commissioner of public safety to be used for grants to support general
awareness and prevention services. The commissioner must use the funds to distribute
grants on a competitive basis to county, nonprofit, and reservation programs that provide
services described in sections 1 to 6 and do not receive funds distributed through sections
1 to 6.
