  1.1                          A bill for an act 
  1.2             relating to environmental improvement; authorizing 
  1.3             phase II stormwater pollution prevention program plans 
  1.4             to certain municipalities. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPLICATION.] 
  1.7      This act applies to municipalities with a population of 
  1.8   1,000 or less, based on the last federal census, that are 
  1.9   required to do phase II stormwater projects under the federal 
  1.10  Water Pollution Control Act, as amended. 
  1.11     Sec. 2.  [GRANT PROGRAM.] 
  1.12     The commissioner of the pollution control agency shall 
  1.13  provide grants for the development of phase II stormwater 
  1.14  pollution prevention program plans to municipalities qualifying 
  1.15  under section 1.  An individual grant issued under this section 
  1.16  is limited to the cost of the phase II stormwater plan, or 
  1.17  $8,000, whichever is less, and municipalities may be reimbursed 
  1.18  this amount upon documentation to the agency.  The cost of the 
  1.19  grant program and up to ten percent of agency administration 
  1.20  must be reflected in the permit fee charged for phase II 
  1.21  stormwater pollution prevention. 
  1.22     Sec. 3.  [EFFECTIVE DATE.] 
  1.23     This act is effective July 1, 2003.
