  1.1                          A bill for an act 
  1.2             relating to highways; directing commissioner of 
  1.3             transportation to consider design-build method in 
  1.4             reconstructing highway 14; authorizing issuance of 
  1.5             trunk highway bonds for improvements to highway 14; 
  1.6             appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [DESIGN-BUILD RECONSTRUCTION OF HIGHWAY 14.] 
  1.9      The commissioner of transportation shall evaluate the use 
  1.10  of the design-build method of project delivery for the 
  1.11  reconstruction of marked trunk highway 14 between Janesville and 
  1.12  Waseca, and shall proceed with the design-build method on this 
  1.13  project if the commissioner determines this method serves the 
  1.14  public interest. 
  1.15     Sec. 2.  [APPROPRIATION FOR HIGHWAY 14 IMPROVEMENTS.] 
  1.16     $100,000,000 is appropriated to the commissioner of 
  1.17  transportation from the bond proceeds account in the trunk 
  1.18  highway fund to pay project costs for the reconstruction of 
  1.19  marked trunk highway 14 from Waseca county road 60 west of 
  1.20  Janesville to county state-aid highway 5 east of Waseca. 
  1.21     Sec. 3.  [BOND AUTHORIZATION.] 
  1.22     To provide the money appropriated in section 2 from the 
  1.23  trunk highway fund, the commissioner of finance shall sell and 
  1.24  issue bonds of the state in an amount up to $100,000,000 in the 
  1.25  manner, on the terms, and with the effect prescribed by 
  1.26  Minnesota Statutes, sections 167.50 to 167.52, and by the 
  2.1   Minnesota Constitution, article XIV, section 11, at the times 
  2.2   and in the amounts requested by the commissioner of 
  2.3   transportation.  The proceeds of the bonds, except accrued 
  2.4   interest and any premium received on the sale of the bonds, must 
  2.5   be credited to the trunk highway fund. 
  2.6      Sec. 4.  [EFFECTIVE DATE.] 
  2.7      Sections 1 to 3 are effective the day following final 
  2.8   enactment.
